The ISV is the named contract vendor. Observed disclosed values & PIN-deduped counts are reliable.

Tier B — Reseller-fronted (21)

ISV named only in the contract description; a Canadian reseller is the vendor of record. Presence confirmed — dollar value not separable, shown blank.

How it was built

  • Seeded from our SLSA software-vehicle dataset, then swept the full federal proactive-disclosure file (845K rows) to a 2020–2025 software slice (33,640 PIN-deduped contracts; each PIN counted once at max value so amendments don't double-count).
  • Vendors classified (Gemini + curated dictionary), then every surviving company independently web-search vetted by an LLM grounded in live search + its actual GovCan contract descriptions: kept only genuine software publishers; excluded data/news/research publishers, IT services/staffing, hardware OEMs, resellers, and diversified firms where software wasn't what GovCan bought.
  • 330 companies were vetted out (incl. 185 data/publishing subscription businesses such as Dow Jones, EBSCO, Janes, IQVIA) — see excluded_not_isv.csv for each with a grounded reason.

Caveats

  • Observed disclosed, not total spend — contracts ≤$10K excluded by source; figures are what departments proactively disclosed.
  • Reseller undercount — most foreign software reaches GovCan via Canadian resellers (Softchoice, CDW, Carahsoft); those dollars sit with the reseller, so per-ISV direct totals are a floor.
  • "Country of Vendor" unreliable — giants bill via Canadian subsidiaries; nationality here is global HQ, verified by search.
  • Buyer = the Organization field — Shared Services Canada is the #1 software buyer ($4.48B of the slice).
  • Automated + search-grounded classification; per-row confidence retained. Not an official supplier registry.
